The driver of the blue car would have never gotten away with that in Washington, D.C.! His car would have been towed away and he would have had to pay a fortune to get it out of hock. :-)
No room to sit, not even to walk. Like here. Sometimes I think drivers take "sidewalk" to mean that pedestrians should walk on the side of the cars, i.e. on the street.
